Statement of the United Transitional Cabinet of Belarus regarding the intensification of negotiations on developing a peace plan for Ukraine and on resolving the deepest internal political crisis in Belarus

2025-11-25

The United Transitional Cabinet welcomes the intensification of negotiations between Ukraine, the United States, and the European Union on developing a peace plan for Ukraine.

While welcoming the efforts of all parties, we simultaneously emphasize the importance of defending the interests of Ukraine, which has been subjected to unprecedented aggression by Russia with the complicity of the Lukashenko regime.

The United Transitional Cabinet of Belarus appeals to partners in the US and the European Union regarding the importance of developing a unified position on the future of the Republic of Belarus, where the main conditions must be the preservation of Belarus’s independence, sovereignty, and the implementation of democratic transformations.

We appeal to the administration of US President Donald Trump, to the governments of the European Union countries, as well as the United Kingdom, with a proposal to hold a political conference dedicated to resolving the deep internal political crisis and facilitating the launch of a national dialogue in Belarus. This is made in view of the fact that Belarusian society has been subjected to unprecedented repression, the most massive in the history of Europe in recent decades, and is also exposed to unprecedented informational, ideological, military, and political influence from the Russian Federation.

We consider it important to note that the lifting of sanctions on the Lukashenko regime must be conditioned by a change in the regime's internal repressive and external aggressive policies, as well as the launch of a full-scale dialogue with Belarusian society and democratic institutions.

The United Transitional Cabinet will hold active consultations with all interested parties to overcome the deep internal political crisis in Belarus.
