Position Statement of the United Transitional Cabinet of Belarus

The United Transitional Cabinet of Belarus would like to express its support for the position of the leaders of the European Union in defending a principled approach that corresponds to the interests of both Ukraine and the European Union as a whole in ending the war launched by Russia, with the support of the Lukashenka regime, against Ukraine: respect for Ukraine’s territorial integrity; inadmissibility of restricting Ukraine’s sovereignty in domestic political matters; inadmissibility of granting Russia a veto over Ukraine’s participation in any international alliances and organizations; and the provision of security guarantees for Ukraine.
At the same time, we draw attention to the fact that Belarus is a country from whose territory, as a result of the criminal policies of Lukashenka and his associates, the full-scale aggression against Ukraine began. Without resolving the Belarusian issue, it would be more challenging to ensure comprehensive security guarantees for Ukraine and the member states of the European Union.
We note that Belarusian society and the Belarusian democratic forces strongly reject the Russian Federation's use of Belarusian territory for aggressive actions against other states.
We also stress that a profound domestic political crisis persists in Belarus, caused by Lukashenka’s mass repressions against Belarusian society. Thousands of political prisoners remain behind bars. According to United Nations data, at the beginning of 2025, no fewer than 600,000 Belarusians were forced to leave the country. All civil society institutions, political parties, and independent media have been liquidated.
We appeal to the EU member states, the United States, and all our partners to continue policies aimed at stopping repression in Belarus, securing the release of all political prisoners, and decriminalizing public and political life in the country.
We stand for conducting a national dialogue with Belarusian society to ensure a peaceful transfer of power in Belarus.
We call for sustained pressure on the Lukashenka regime until all political prisoners are released, repression comes to an end, and public and political life is decriminalized — paving the way for a genuine national dialogue with society and free and fair elections.
We expect the European Union, the United States, and other partner countries to affirm that the future must be determined by the Belarusian people and that Belarus cannot be left at the Kremlin's disposal as a “consolation prize” in the context of any agreements on regional security guarantees.
Belarusians who are in prison, in exile, and under violence and repression inside the country continue to fight for freedom and democracy, for independence and a European future for Belarus.
If Lukashenka continues his repressive policies, we urge our partners to significantly intensify and broaden pressure on him and his regime, to hold him accountable for the most extensive repressions in Europe in recent decades, and to step up support for efforts aimed at bringing him and his associates before international criminal justice.
